Cambodia is a place that will surprise you. I have written about Cambodia before and the fact I think it is a place that is on the up, providing it maintains it’s course of policies, investments, and politics. I’ve been to Cambodia for work but also several times to see its wonderful sights and visa runs.

If you go to Phnom Penh you will see that it’s not like its surroundings, it’s a place that is attracting companies. Don’t get me wrong, it still has a way to go to catch up with the likes of Vietnam and Thailand, however, it shows positive signs.

However, on the flip side, it not being in the same place as Thailand and Vietnam means that it offers favourable Citizenship programs.

While I was there, it was insanely cheap if you stayed outside of the tourist areas for food, accommodation and travel. The infrastructure is improving rapidly and it is offering many incentives so it can use those funds to create a place which will rival its neighbours.

Citizenship for Cambodia

Cambodian citizenship can be acquired in a span of three to six months through the following avenues:

  1. Donation Route: By contributing $245,000 to the Royal Government of Cambodia, the funds are channelled into the national budget to stimulate the Cambodian economy.
  2. Investment Route: Investing a minimum of $305,000 in a government-endorsed project.

In addition to the financial requirements, there are some fundamental prerequisites:

  • The applicant must be at least 18 years of age.
  • A current and valid passport is mandatory.
  • Possession of a current valid visa for entry into Cambodia is required.
  • The applicant should be in good mental and physical health.

This is the official framework on paper. However, the Cambodian citizenship program is frequently criticized for its practical implementation. While the program exists in theory, it is exceedingly challenging to navigate.

In practice, obtaining Khmer citizenship necessitates having connections with the King of Cambodia, who holds the authority to grant citizenship to individuals of his choosing. This allows you to procure a letter of authorization for your investment from the Cambodian Development Council. The absence of an established official procedure makes the process arduous.

For those seeking a smoother and more transparent path to citizenship, there are alternative options available with well-defined procedures and policies. Nonetheless, it’s important to note that Cambodia’s citizenship program is relatively new and may evolve over time.

The primary incentive for pursuing Cambodian citizenship doesn’t lie in the typical travel advantages associated with second passports. Instead, it hinges on the country’s stringent regulations that exclusively permit Cambodian nationals to acquire land or real estate on its soil.

This prompts the question: What motivates you to seek a second passport?

If your aim is to enhance your passport portfolio, secure convenient global travel access, and explore tax-friendly destinations worldwide, then Cambodian citizenship may not align with your objectives.

A Cambodian passport is primarily indispensable if your specific intention is to invest in real estate within Cambodia. Typically, individuals departing from nations with strict property ownership laws, such as China and neighbouring countries, pursue this passport. It’s worth noting that Cambodia allows dual citizenship, meaning you don’t need to relinquish your existing citizenship to gain Khmer nationality.

Furthermore, Cambodia offers citizenship by descent to individuals with at least one Khmer parent and citizenship by birth to those born in Cambodia to foreign parents who are legally residing in the Kingdom of Cambodia. The sole practical reason for obtaining Cambodian citizenship arises if you are planning to invest in agricultural land or real estate in Cambodia. So, if your goal is to retain ownership of land until Cambodia potentially revises its policies to allow foreign land ownership, this option serves your purpose.

Interestingly, the economies of numerous Asian countries have improved, resulting in the doubling of property prices in Southeast Asia. In the case of Cambodia, the price escalation has been even more pronounced, quadrupling over time.

Cambodia Residency vs Citizenship

As for most people looking to get Cambodian citizenship, it would be for those who are looking to stay for a longer period or to invest in land or real estate. So, an alternative measure may be to get residency and then convert into citizenship.

This can be done by Cambodia Residency by Investment

In July 2022, Cambodia launched a Residency by Investment program, known as My Second Home (CM2H). Investors must invest a minimum of $100,000 into real estate for a renewable visa with a ten-year validity period. After five years of residency, it is possible to apply for a Cambodian passport. There is no minimum stay requirement to maintain the visa.

My Thoughts

I would find citizenship by investment in Cambodia for a very niche concept. But, for those who want to invest or set up a business in one of the world’s fastest-growing frontier markets. It would be better to get residency by investment.

From an investment standpoint in real estate and a place to the bank due to the high-interest rates in USD, I see Cambodia as a great place and one of my top picks in the world. However, even someone like myself who spends most of the time in the region would not look to take up the citizenship scheme and would opt for the residency if I wanted to live in Cambodia. But please be aware, that I live in Thailand because of its infrastructure and connections, plus I have a Thai Elite visa.
