In this RL360 review, I look at one of the best-known providers of international insurance-wrapped investment accounts. These policies are portable, and their tax treatment can suit some expats, for example people who plan to return to the UK.
RL360 offers lump-sum investment bonds (PIMS and Oracle) and regular savings plans (the Regular Savings Plan and Quantum). You can set these up as life assurance or capital redemption policies. Because these products are complex, you should speak to a qualified financial adviser. They can check the products suit you and set them up properly.
As insurance-wrapped accounts, RL360 policies can be useful wealth planning tools. For example, they let you nominate beneficiaries. However, they only work in the right circumstances, and they have real drawbacks if an adviser mis-sells them or sets them up wrongly.
Before going on, a word on regular savings plans, from RL360 or any other provider. In my experience, they rarely suit expats. Over the years I have looked at a great many of these plans, and I have rarely seen one work well for the client. Charges are often high, and the terms usually lock you in for years. In addition, advisers usually sell them on commission, and that commission can equal the first 12 to 18 months of your premiums. So if someone proposes one, ask for every charge in writing and get a second opinion. Lower-cost platforms such as Saxo and Interactive Brokers are two alternatives, and there are others. In this article, I focus on RL360’s lump-sum options: PIMS and Oracle.
If you have these in your portfolio or an adviser has suggested these products to you, please contact me using the button at the bottom of this page or through my contact page.

Who is RL360?

RL360 is a financial services company based in the Isle of Man. It has offices in several regions, including Asia and the Middle East. The company specialises in offshore savings, protection and investment products for expats and international investors.
RL360 has policyholders in many countries. It is no longer part of Royal London, having separated from the UK group several years ago. Today, RL360 is part of International Financial Group Limited (IFGL), whose majority investor is the private equity firm Cinven. The group also owns Friends Provident International and Ardan International. The Isle of Man Financial Services Authority regulates RL360 Insurance Company Limited.
Investment Bond: PIMS (Personalised Investment Management Service)
RL360’s Personalised Investment Management Service (PIMS) is a single-premium offshore investment bond. RL360 Insurance Company Limited issues it in the Isle of Man. It suits medium to long-term investing, with flexible portfolio management options. Your tax position depends on where you live.
Key Features of PIMS
- Portfolio Bond Structure: Offers a choice between fully open-architecture and guided-architecture investment options.
- Available Currencies: Seven major policy currencies, with valuation and fee deductions in the selected currency.
- Trust & Investment Management: You can hold it in trust, and a discretionary fund manager or investment adviser can manage it.
- Policy Structure: Can consist of up to 100 sub-policies for potential tax advantages.
- Life Assurance or Capital Redemption:
- Life Assurance:
- Single life: Ends upon the death of the life assured.
- Joint life last death: Up to 6 lives assured, policy ends when the last one passes away.
- Capital Redemption: A 99-year policy that matures at the end of the term with a guaranteed surrender value.
- Life Assurance:
PIMS Variants
Focused: a restricted investment range, with lower fees.
Flexible: full open-architecture investment, allowing access to a wider range of assets.
Minimum Investment
GBP Policies:
Initial premium: £50,000
Additional premiums: £5,000
PIMS Charges & Fees
Administration Fee
RL360 deducts a flat administration fee of approximately £500 a year from the policy.
Establishment Fee
- Deducted over a fixed period (typically 5, 8, or 10 years).
- Charged on the original premium amount, regardless of investment performance.
- The amount depends on the commission taken by the adviser or IFA:
- If the adviser takes maximum commission: 1% a year for 10 years.
- If the adviser takes no commission: 0.067% a year for 10 years.
Surrender Charges
If you surrender the policy before the establishment period ends (up to 10 years), you still pay the remaining fees for the full period.
The surrender charge equals the total outstanding establishment fees at the time of withdrawal.
Investment & Dealing Fees
- Dealing fee of £40 per trade, applied when buying or selling assets within the policy.
- Funds are unit-linked, so advisers can choose fee-paying funds that pay them ongoing commission.
- Additional fund charges may apply, including:
- Fund management fees.
- Performance fees.
- Exit fees, depending on the selected investments.
Withdrawals
You can make partial withdrawals. However, during the establishment period, RL360 still works out charges on the original policy value.
You must set up regular withdrawals in the policy currency.
The policy must maintain a minimum value after withdrawals, and early withdrawals may be costly due to ongoing charges and surrender penalties.
The commission vs full charges
On a no-commission basis, the establishment charge over 10 years is 0.067% a year (see below), so the surrender cost is much lower. From a financial point of view, that is far more competitive than the full-commission version at 1% a year, which is also less flexible. If the adviser takes full commission, they can receive up to 7% upfront.
Without commission, the establishment charge is much lower, which gives you more flexibility if you need to leave early.
Investment Bond: ORACLE
The RL360 Oracle is a lump-sum investment bond for international investors who want medium to long-term growth. RL360 Insurance Company Limited issues it in the Isle of Man. Oracle offers a guided fund range and flexible structuring options.
It’s key to note that these are different products. The same company, RL360, runs both.
Offshore bonds and savings plans have a place when the expat and the investments meet the criteria. However, a lot of the time they don’t match up. Often that is because these products pay commission, and expats end up locked in.
Key Features of RL360 Oracle: Investment Structure
Guided architecture: a selected range of around 350 funds from a range of fund houses.
Multi-Currency Availability: You can choose one of seven major currencies (GBP, USD, EUR, CHF, AUD, HKD, JPY). Once RL360 issues the policy, you can’t change the currency.
Trust & Adviser Appointment: You can hold it in a trust and appoint an investment adviser.
Life Assurance vs. Capital Redemption
- Life Assurance:
- Single life: Policy ends upon the death of the life assured.
- Joint life last death: Up to two lives assured, with the policy ending when the last one passes away.
- Capital Redemption: A 99-year policy, maturing at the end of the term with a guaranteed surrender value.
Sub-Policies
You can split Oracle into up to 100 sub-policies, providing flexibility and potential tax benefits based on the investor’s jurisdiction.
Minimum Investment Requirements
GBP Policies:
Initial premium: £20,000
Additional premiums: £2,500
Oracle Charges & Fees
Establishment Charge
Applied over a 5-year period, based on the original premium.
Early exit penalties apply within this period.
Charges range from 0% to 7.50%, depending on the investment amount and commission structure.
Administration Charge
RL360 deducts an annual fee throughout the life of the plan.
Charged as a percentage of the higher of the initial premium or current policy value.
Ranges from 0.60% to 1.20% per year.
Withdrawal & Surrender Charges
Partial withdrawals: you can take them, but during the 5-year establishment period, charges still apply to the original policy value.
Full Surrender: Exit penalties apply within the first 5 years, equivalent to the remaining establishment fees.
You can schedule withdrawals monthly, quarterly, half-yearly or annually in an easily exchangeable currency.
Investment Fees & Fund Commissions
- No direct dealing or custody charges.
- Funds are unit-linked, so investment advisers can choose fee-paying funds that pay them commission.
- Additional fund fees may apply, including:
- Initial & annual management charges
- Performance fees
- Exit charges, depending on the selected investments
Foreign Exchange & Trading Fees
RL360 carries out currency exchanges at its own rates, based on market rates.
No explicit dealing fees apply to fund trades.
Bonuses
- Loyalty Bonus: 0.50% of the policy value, credited on the 6th policy anniversary and annually thereafter.
- Top-Up Bonus: Any additional investment receives its own loyalty bonus.
Considerations Before Investing
Oracle is a long-term investment vehicle. Early termination can result in significant fees and a potential loss of capital. Please make sure you factor in not having access to your cash for this period of time.
Some may try to lock you in for 5-20 years. The longer the plan, the more they can potentially earn, and before you commit, I want you to think about how quickly life can change in 1-2 years, let alone 5-20 years.
Investors should seek independent financial advice to ensure the plan aligns with their investment goals and tax situation.
Already have an RL360 plan? Your options
Many people who read this review already hold an RL360 bond or savings plan, often sold to them years ago. Before you decide anything, find out exactly what you hold and what it costs.
How to check your RL360 policy value
You can see your plan value, charges and transactions through RL360’s online service centre (log in from rl360.com) or the RL360 app. You can also ask RL360 or your adviser for a current valuation and a surrender value – the amount you would get if you cashed in today. The difference between the two shows what leaving early would cost.
What you can do
- Keep it, but cut the costs inside it – switch out of expensive funds into lower-cost ones. Fund choice is often where hidden commission sits.
- Stop or pause paying in – many savings plans allow a payment break, and paying in less can reduce new charges. Check your plan’s terms first, as some charges continue.
- Take partial withdrawals – usually possible, though during the establishment period RL360 still works out charges on the original amount.
- Change who services the plan – you can usually appoint a different adviser, such as a fee-only adviser who takes no commission.
- Surrender it – during the establishment period, RL360 deducts the remaining establishment charges. After it ends, leaving usually costs much less. Sometimes waiting a year or two is cheaper than leaving now.
The right choice depends on your plan’s charges, how long is left of the establishment period, where you live and how your country taxes the plan. Our investment fee calculator shows what your current charges could cost over time, and Henry offers a free review of existing plans.
Is your money protected?
The Isle of Man regulator supervises RL360. If an Isle of Man life company failed, the Isle of Man life assurance compensation scheme can pay up to 90% of what the company owes its policyholders. This protects you if the insurer fails – not against falls in the value of the funds you hold.
How to complain
Complaints about the plan itself go to RL360’s Customer Relations Manager (customer.relations@rl360.com). Complaints about the advice you received go to the adviser who sold it. If RL360 doesn’t resolve your complaint, you can take it to the Isle of Man Financial Services Ombudsman Scheme.
Final Thoughts: Our RL360 Review Verdict
In my view, commission-based offshore bonds such as RL360’s are not the right solution for most investors, especially those with under $500,000. Too often, advisers sell these products for the commission rather than for the investor’s benefit, and cheaper alternatives exist. That said, used without commission for the right person who doesn’t trade often (dealing fees are high), RL360 is one of the better and cheaper bond providers. However, most of the cases I have reviewed used commission and fee-paying funds. For most people, a lower-cost platform would be a better fit.
Why Avoid Commission-Based Offshore Bonds?
- Layered charges: several layers of charges can significantly reduce returns.
- Inflexibility: often locked in for 5 to 10 years, so you can’t easily get at your money without penalties.
- Commission-driven advice: some advisers recommend these products because of the upfront commission rather than the benefit to you.
Alternatives: Fee-Based Platforms
If you are looking for an offshore investment solution, consider fee-based platforms. Their costs are usually more transparent, and you are not locked in:
- IBKR (Interactive Brokers): low trading costs and full flexibility.
- Saxo Bank: international funds and ETFs, with no lock-in.
- Novia Global, Morningstar and Ardan adviser platforms: charges are usually much lower than a commission-based bond.
I have written many blogs and made videos on platforms, and on how you can save and invest without being locked in, for example through ETFs.

When RL360 Can Be Useful (Without Commissions)
While RL360’s bonds won’t suit most people, they can be useful in specific tax situations when set up without commission and used properly. One example is expats who plan to return to the UK.
If you hold an offshore bond while non-UK resident and later return to the UK, time apportionment relief can reduce the UK tax on your gains. The reduction reflects the share of the policy’s life you spent abroad. You can read how it works in HMRC’s Insurance Policyholder Taxation Manual.
RL360 PIMS (no commission) cost example:
- Establishment charge: 0.067% a year (no-commission basis)
- Dealing fee: £40 per trade
- Much lower surrender costs
Versus commission-based PIMS:
- Establishment charge: up to 1% a year for 10 years
- Often paired with higher-cost funds
- Commission can significantly reduce long-term returns
Conclusion of This RL360 Review: Be Wary of Commission
If an adviser has proposed RL360 with commission, ask whether it is really in your best interest. There are often cheaper and more flexible options, such as IBKR, Saxo and FCA-regulated platforms. So consider all your options before going ahead.
On a different topic, if someone has proposed an RL360 savings plan, I would urge real caution. In my experience they rarely have a place in financial planning. In addition, the adviser’s commission is linked to 12 to 18 months of your premiums.
There are times when these products suit your situation. Usually that means higher-net-worth individuals (around $500,000 or more to invest) in specific tax situations, such as UK time apportionment relief. In those cases, RL360 can work if it is set up properly without commission.
Before committing to any offshore bond, ensure you understand all fees, demand transparent cost structures, and get a second opinion. Please contact me using the button at the bottom of the page or through my contact page.
Often the reason is charges rather than markets. Establishment charges, administration fees and the costs of the funds inside the plan all add up. Together, they can take a large share of any growth. So ask for a full breakdown of charges, and get a second opinion on whether you can switch to lower-cost funds. Your capital is at risk.
Savings plans like the Quantum Savings Plan usually have an initial period in which an early surrender gives back little or nothing. Bonds such as PIMS and Oracle deduct any remaining establishment charges if you surrender during the establishment period. Depending on your plan’s terms, stopping contributions or taking partial withdrawals may cost less than a full surrender. Always ask RL360 for a surrender value first.
You can’t transfer the insurance wrapper itself to a platform like Morningstar or Novia. However, you can often change who manages the assets inside the RL360 bond. For example, by appointing a fee-based adviser instead of a commission-based one, you may remove trail commission and move into lower-cost investments. Alternatively, once your plan is past its penalty period, you could leave and move to a transparent platform with better liquidity and lower charges.
RL360 review: common questions
Is RL360 safe?
The Isle of Man Financial Services Authority regulates RL360 Insurance Company Limited, and an Isle of Man compensation scheme covers policyholders. It can pay up to 90% of what a failed insurer owes. That covers the company failing – the funds inside your plan can still fall in value.
Who owns RL360?
RL360 is part of International Financial Group Limited (IFGL), whose majority investor is Cinven. The group also owns Friends Provident International and Ardan International. RL360 used to be part of Royal London but has been separate for many years.
How do I check my RL360 policy value?
Log in to RL360’s online service centre from rl360.com or use the RL360 app, or ask RL360 or your adviser for a valuation. Ask for the surrender value too, so you know what leaving would cost.
Can I get out of an RL360 plan?
Yes, but during the establishment period you pay the remaining establishment charges, which can be a large share of the plan in the early years. After that period, leaving usually costs much less. Compare the surrender value with the value of keeping the plan before deciding.
What are the main RL360 products?
PIMS and Oracle are lump-sum investment bonds; Quantum and the Regular Savings Plan are monthly savings plans. All are insurance-wrapped, and RL360 issues them from the Isle of Man.
